General Information

The primary mission of the Commission is to function as a viable instrument of Clark County government in order to utilize the authority and powers provided by Indiana Law. Below is an outline listing of these provisions:

Powers and authorities granted to Redevelopment Commission under

Indiana Code (IC 36-7-14):

  • Acquire land

  • Disposal/lease land

  • Improve property

  • Hire employees

  • Contract for the construction of public improvements

  • Accept grants

  • Collect Special Tax

A secondary mission is to help meet the development needs of Clark County. Focused planning and development efforts in the unincorporated areas will pay great dividends in the future to Clark County citizens.

In the future, the Commission will also serve as the administrative body for the INAAP Enterprise Zone. This administrative body is referred to as the INAAP Enterprise Zone Association. As tenants and new developments increase at INAAP, so will the role of the INAAP Enterprise Zone Association (EZA). The primary mission of the INAAP EZA will be to collect inventory tax savings from tenants and new developments at INAAP and allocate these proceeds to enhance the redevelopment of the area.

In order to address the mission noted above, the Commission will need to continually address the following:

  • Develop and promote a shared vision for Clark County.

  • Acquire funding to carryout the mission of the Commission.

  • Develop core competencies necessary to be an effective organization.

  • Evaluate efforts to ensure organizational effectiveness.

  • Coordinate efforts with other economic development efforts and organizations.
